Biography

Glenn serves as personal legal and technical consultant to the Internal Revenue Service Associate ChiefCounsel (Pass-throughs and Special Industries) on some of the most important, difficult and complicated legal matters arising in the administration of the Internal Revenue laws and prepares recommendations with respect to the position to be taken by the Chief Counsel’s office on such matters. He personally represents the Associate Chief Counsel at top level Service and Treasury conferences and in meetings with Congressional staff where policy is developed and determined and reviews and advises on the impact of proposed legislation and participates in the development and coordination of legislative proposals. Glenn also acts in an advisory capacity to the Commissioner of the Internal Revenue Service and other top Service and Treasury officials, advising them of possible courses of action and the consequences of controversial, complex or unique problems.
